速度特征视角的我国高新技术企业创新能力动态综合评价研究

Adynamic and comprehensive evaluation of the innovation capability of China’s high-tech firms from the perspective of speed characteristics 

摘要： 高新技术企业的创新能力会随时间的变化以及企业的投入而呈现出不同的层次，因此本文从速度特征的视角研究高新技术企业创新能力的动态综合评价问题，从创新资源投入、创新实施能力投入、创新产出三个维度建立了高新技术企业创新能力评价的指标体系，运用突变级数从三个维度进行高新技术企业创新能力的静态评价，进而从速度特征的视角，基于时间维度对高新技术企业创新能力进行动态综合评价，分析出其三个维度的变化速度状态以及变化速度趋势，并以我国31个省区作为样本进行实证分析。结果表明各高新技术企业创新能力由创新资源投入、创新实施能力投入、创新产出等共同决定，各方面的动态变化都将引起总体创新能力的变动，且我国高新技术企业创新能力的发展尚有不足之处，需要采取针对性措施来促进其发展。

Abstract: The innovation capacity shows different levels with the change of time and the investment in high-tech firms. Therefore, this paper studies dynamic comprehensive evaluation of the innovation ability of high-tech firms from the perspective of the speed characteristic. Set up the evaluation system of high-tech enterprises' innovation ability from the dimensions of innovation resources input, innovation capacity to implement investment and innovation output. Use the catastrophe progression method for high-tech enterprises innovation capability static evaluation. Then, dynamic comprehensive evaluate the high-tech firms innovation ability, from the perspective of the characteristics of speed, based on the time dimension, and analyse the change in the state of speed and the speed of change of the three dimensions. Eventually, use China's 31 provinces as samples for empirical analysis.The results show that the innovation capability of the high-tech firms is determined by the innovation resources input, innovation capacity to implement investment and innovation output together ,and the dynamic changes from all aspects will cause changes in the overall innovation capability.There are still some deficiencies in the development of innovative ability of our country's high-tech firms, and it is needed to take specific measures to promote its development.
