Both standards and papers are the important science and technology literatures which have important information value .This paper compares the similarities and differences in citations range，citations goal，citation motivation，knowledge linkage and the results shows that they are similar to the knowledge linkage types and knowledge linkage strength while there are some difference in the citations requirement ,citations range ,citations goal , Nature of publications, the subject of reference, and the choice of the reference content.
