科学职业化的今天，政治与科学形成了一种委托与代理的社会契约关系，科学的求实与效率是这一契约关系的基本要求。由于政治与科学双方的信息不对称，导致政治主体的逆向选择和科研的道德风险，使科学的求实与效率受到损害。因此，科研审计与监管必然成为维护科学社会契约关系的必要手段。但现实科研审计与监管的实践还存在着一些困境。为了消解这些困境，我们利用契约关系分析的方法，深入至“交换”得以发生的各种社会关系，重新认识科学的社会契约，从而明晰了契约关系的主要利益相关者。进而利用有机边界理论分析认为，科研审计机构是契约关系的利益相关者合作审查科学研究求实与效率的组织平台，科研审计与监管应成为科学与政治之间的有机边界活动。

In the context of science professionalism, a social contractual relationship characterized by principal-agent form has been generated between politics and science. And in this relationship, truth seeking and efficiency of science are the basic requirements. Because of the information asymmetry between politics and science, the adverse selection of political subjects and the moral hazard of research are caused, damaging the truth seeking and efficiency of science. Therefore, it is inevitable that audit and supervision of research should become a necessary way to maintain a reasonable social contractual relationship. However, there are some difficulties in the practice of audit and supervision. In order to dispel these difficulties,we have to go deep into the various social relationships where“exchange” can take place based on the analytical methods of contractual relationship. By doing so, we can re-recognize the science-society contract. Thus, we can become clear of the main stakeholders of contractual relationship. Analysis based on the theory of organic boundary in this thesis believes that research audit agency should be a platform on which stakeholders of contractual relationship can cooperate with each other to investigate the truth seeking and efficiency of science research. Meanwhile, the thesis also believes that audit and supervision of science research should be an organic boundary activity between science and politics.
