科技企业孵化器的创新驱动效应研究

摘要: 科技企业孵化器是创新驱动发展的重要创新型载体。文章分析了科技孵化器促进创新驱动的理论机制,并基于2009—2012年国家级孵化器的动态面板数据考察了科技孵化器的创新驱动效应。结果发现:我国科技企业孵化器的创新驱动效应还有很大提升空间,它与创业导师、组织结构、区域等因素有关;无效率孵化器亟需减少场地、人才等资源投入,提高科技成果与创新人才等产出。进一步的动态分析发现,我国科技孵化器存在动态改进,公司型孵化器比创业服务中心,能更好地提高孵化器技术进步与全要素生产率。根据研究结果,论文提出了相关政策建议。

Abstract: Technology business incubators are important carrier to drive innovation development. This paper analyzes the mechanism of innovation driven development from the angle of technology incubators, and exmazines their innovation driving effect, using DEA-malquist index methods and the 2009-2012 years’ dynamic panel data of the national business incubators. Results indicate that the innovation driving effect of technology business incubators have large room for improvement, which are correlated significantly with entrepreneurship mentors,organizational structure and region. Besides, we also find that inefficient incubators are urgent to reduce the waste of space, personnel and other resources, and to improve the output of scientific & technological achievements and innovative talents. Further analysis show that, the innovation driving effect of China's technology business incubators has improved dynamically. In addition, results indicate that entrepreneurial mentors in Company type incubators can significantly improve technological progress and TFP (total factor productivity), than that in the entrepreneurship centers. According to the results, some correlated policy recommendations are proposed to improve the technology business incubators.
