结合专业考评和参与满意度的地震应急综合演练评价方法

摘要: 地震应急综合演练既能检验政府部门的地震应急处置能力,又能使广大群众快速学习到地震的安全防范与自救互救知识。为增强地震应急综合演练实效性,构建了地震应急综合演练评价指标体系,综合考虑专家专业考评意见和群众参与度,并通过以评促建来规范地震应急综合演练体系化建设。以层次分析法来确定专业考评意见和群众参与度的指标权重,用模糊综合评价法对地震应急综合演练效果评价中的多因素多层次信息进行定量化处理。通过2014年十堰市地震应急综合演练效果评价,验证了该方法的可操作性和实用性。

Abstract: Earthquake emergency comprehensive exercise not only enhance earthquake emergency response ability of governments, but also make the masses quickly learn the earthquake aid knowledge of safety precaution, personal security and mutualaid. In order to enhance the effectiveness of earthquake emergency comprehensive exercise, the evaluation index system of earthquake emergency comprehensive exercise is constructed with considering the expert appraisal opinions and participation of the masses, and then regulates the construction of earthquake emergency comprehensive exercise system through evaluation. The analytic hierarchy process is used to determine the index weight of professional appraisal opinions and participation of the masses. Meanwhile, the fuzzy comprehensive evaluation method is introduced to quantify multi-factor hierarchal information in earthquake emergency comprehensive exercise evaluation. The scientific nature and operability of the method is verified by 2014 earthquake emergency comprehensive exercise of Shiyan city.
