摘要

当前,国内外学者从创新活动、创新要素、创新系统和创新发展阶段等角度,对创新能力形成和影响因素进行了广泛研究。总体而言,现有研究成果多集中在能力形成影响因素识别、能力发展水平评价上,对国家自主创新能力的内涵外延、建设思路与路径很少涉及。近年来,国家决定起草我国第一部《国家自主创新能力建设规划》,指导和推进全社会加强创新能力建设,这对深入认识国家自主创新能力内涵外延、把握建设重点任务提出了新要求。本文在系统梳理各方面研究成果的基础上,结合我国国情,对自主创新能力进行了定义,并对国家自主创新能力建设的路径选择和重点任务进行论述。在此基础上,本文总结归纳了研究结论和推动国家自主创新能力建设的启示。

Abstract

Nowadays, researchers from home and abroad have conducted comprehensive research on the formation of the innovation capability and influencing factors from such perspectives as the activity, factor, system and stage of the innovation. Generally speaking, the present research achievements lie in the recognition of relevant factors affecting capability formation or the evaluation of capability development level, but involve little such topics as the connotation and epitaxial of national innovation capability as well as the building path. In recent years, the Chinese government decided to formulate the National Innovation Capacity Building Plan, which would guide and propel the whole society to strengthen the building of innovation capability. This also made new request to understand deeply the connotation and epitaxial of national innovation capability and to hold the major tasks of construction. On the basis of systematic summary of all the research achievements, this paper defines the national innovation capacity in combination of China's national condition and deliberates the choice of the path to China's national innovation capability and the major tasks. Based on this, the paper summarizes the research results and the revelation of building the national innovation capability.
