根据高新技术产品的基本特征和高新技术产业管理需要，通过对反映高新技术产品特性和状态的有关因素进行综合分析，设计高新技术产品认定指标体系，给出各指标的认定规则和标准，提出基于规则的高新技术产品认定方法及其应用程序，并应用于黑龙江省高新技术产品认定工作，可为我国高新技术产品及企业认定和高新技术产业管理提供科学的方法支持和借鉴。

According to the basic characteristics of new and high technology product and the demand on new and high technology industry’s management, the determination index system of new and high technology product is designed through the comprehensive analysis on relevant factors that reflect the features and status of new and high technology product, and then the determination rule and standard of each indicator are given. Affter which, the new and high technology product’s determination method and its application procedure based on rule are put forward and then applied to the new and high technology product determination work in Heilongjiang Province. The research can provide the scientific method support and reference to the determination of new and high technology product and enterprise as well as the management involving new and high technology industry.
