我国区域人才强国战略实施评价实证研究

摘要: 实施人才强国战略是新世纪新阶段人才工作的根本任务。本文基于多元统计方法对全国31个省市区的人才强国战略实施状况进行了分析评价。本研究应用因子分析得出了评价区域强国战略实施状况的三个基础因子,以及区域人才强国战略实施状况的排序和聚类结果。本研究为区域人才强国实施效果评价提供了一种客观可操作方法,简化了评价指标体系,并为研究和评价区域人才战略实施状况提供了一种思路和依据。

Abstract: It is a fundamental task to implement the strategy reinvigorating china through talent development in the new stage of the new century. The method of factor analysis and cluster method is applied to evaluate the implementation status of the strategy in 31 provinces, municipalities in China. Three basic factors are got to evaluate the regional implementation of the strategy, and got the rank and the five level about the regional evaluation cross China are also obtained. An objective and operational method is provided, the evaluation system is simplified, as well as a research thought on the evaluate of implementation status of the strategy in China is proposed.
