大多数学者通过分析技术创新投入与产出来表述技术创新的作用。区别于以往把专利要素作为投入指标的研究,把专利分为申请与授权,同时分属投入与产出要素,并以此为基础研究各要素间相互关系。研究发现,R&D、专利与技术转让等技术创新要素不能全部作为内生变量使用。运用卡尔曼滤波的方法可以找到一种度量单一技术创新水平的指标,进而描述中国在经济发展过程中技术创新的演进路程,并证明目前中国的技术创新活动已经遇到了瓶颈。
Abstract
Many scholars usually illustrate the function of technological innovation by analyzing technological input-output relationship. However, with the different from current researches taking patent as an input indicator, the patents are classified into applying and granting patents and they are attributed to the input factor and output factor, respectively. Based on that, the relationship between the different elements in technological innovation is studied. Researches show that the elements, such as R&D funds, patent, and technology transfer could not totally regard as endogenous variables. By using the method of Kalman filter, an indicator to measure unitary technological innovation level could be found. After that, the progress of technological innovation in the economic development in China is precisely described, and following conclusion that the innovation activities in China are now falling into a bottleneck is drawn.
