摘要：本文运用面向投入的C2R模型和超效率DEA模型，实证分析了我国“十五”期间30个省市的R&D效率，得到我国“十五”期间省域R&D效率的相关情况。进一步分析相关结果显示：“十五”期间我国各省市的R&D效率整体处在下行区间，且省市间差异先扩大再减少，整体差异较为显著。在此基础上，本文提出了提高我国各省市R&D效率，缩小省域R&D效率差异的对策建议。

Abstract: By applying input-oriented C2R and super-efficiency DEA model, the R&D efficiencies of 30 Chinese provinces in the Tenth Five-Year Plan period is empirically analyzed, and some related results are obtained. The in-depth results prove that in the Tenth Five-Year Plan period, the provincial- level R&D efficiencies are in decline as a whole. The efficiency gap between different provinces experiences a process that at first enlarged and then narrowed down, and the whole efficiency gap is comparatively obvious. Based on the results above, some advices on further improving the provincial- level R&D efficiencies and narrowing down the gaps are put forwrd.
