摘要：区域软环境作为外部环境的重要组成部分，对中小企业竞争优势具有重要影响。基于对浙江省7个地市级行政区域的问卷调查所获得的170家样本制造业中小企业横截面研究数据，根据探索性因子分析、验证性因子分析和结构方程模型分析结果，本文确立了区域软环境对中小企业竞争优势的要素作用模型；系统分析了六大区域软环境要素对中小企业竞争优势各要素的具体作用机制；并从政府和企业两个层面，提出区域软环境视角下，我国中小企业竞争优势获取和保持的战略路径。

Abstract: As a vital part of external environment, the regional soft environment exerts considerable effects on Small and Medium-sized Enterprises(SMEs’) competitive advantage. Based on the cross-section data of 170 SMEs from seven administrative regions of prefecture and city levels in Zhejiang province, a theoretical model of regional soft environment as a functional element on SMEs’ competitive advantage is established through EFA, CFA, and SEM. The specific functionality of six elements in the regional soft environment on SMEs’ competitive advantage is systematically analyzed. The strategies based on the regional soft environment for SMEs getting competitive advantage are put forward at perspectives of both government and enterprises.
