摘要：本研究在文献分析和案例研究的基础上，个别访谈了4个科研机构的28名各类科研人员。再通过网上调查问卷，共回收来自19个科研机构381名各类科研人员的有效问卷。分析结果包括我国科研人员目前学风不正和违反科研道德现象的严重程度、产生科研道德问题的原因、科研人员对学术腐败现状的态度，以及科研机构应该采取的管理措施和应对策略等问题。为相关管理政策的制定提供了针对性参考，并为进一步的调查研究打下了基础。

Abstract: Based on the literature analysis and case studies, 28 researchers from 4 research institutes are interviewed. Then through online survey, 381 valid replies from 19 research institutes all over the country are received. The results include the violation extent of scientific ethics by researchers and academic atmosphere, the roots of those problems, the researchers’ attitudes toward the current situation, and the management measures as well as strategies taken by the research institutes. It aims to provide some suggestions for the formulation of related policies, and lay a foundation for the further research.
