摘要: 科学的评价科技人才不仅有助于人才的发现和任用,更有助于人才的成长进步。但如何评价一个科技人才?目前尚无科学统一的方案。本文以医学专业人才为例,结合影响因子法、加权平均法、多数据库法、布拉德福定律法、贡献法、同行专家评议法等评价方法,从医学科技人才科技论文、论文被引、科技成果、科技进步奖、图书专著、发明专利、承担科研课题、学术任职、新药研发等主要科研活动项目出发,提出了定量评价人才的公式、指标,并初步构建了科技人才科技影响力的综合评价模式。

Abstract: Science appraisal of scientific research talents is helpful to talented person discovery and is conduced to the talented person growth. How to appraise scientific research talents? At present, it is still does not have the unified method. The medical talent is taken as an example. Impact factor, weighted average, multi database method, Bradford law, contribute method, peer expert evaluation method are combined with. Starting from the main scientific research activities, such as scientific research talents paper, cited paper, scientific research achievement, technological award, monograph, invention patent, bearing scientific research project, academic position, new medicine research and development, and so on, the quantitative evaluation talented person formula and target are proposed. And the comprehensive appraisal pattern for the influential power of scientific research talent is initially constructed.
