EPR通过转移“责任主体”为推动循环经济发展提供了新思路。本文从生产者延伸责任制度对推动循环经济发展的促进路径角度出发，对有关EPR概念以及责任主体选择的相关文献进行了较为系统的述评，在此基础上，剖析EPR的本质内涵及责任主体的选择原则，以期对我国循环经济的发展提供借鉴与参考。

    Extended Producer Responsibility (EPR) should be taken as an innovative strategy for developing Circular Economy (CE). The coherence between EPR can CE is discussed。 Researches concerning the responsible producers in terms of EPR are reviewed, based on that, the essential connotations of EPR and basic principles for selecting the responsible main part is dissected. In the end, suggestions and implications for CE development in China are put forward.
