在影响技术创业的诸多因素中，创业政策的作用越来越引起人们的关注。本文在界定技术创业和创业政策内涵及其关系模式的基础上，建立起技术创业和创业政策测度指标体系，并利用我国30个省市自治区相关数据,实证分析了创业政策对技术创业的影响。

Entrepreneurship policy, as one of determinants of technological entrepreneurship, attracts the growing attention. A set of measuring indicators for the Technological Entrepreneurship(TE) and entrepreneurship policy in the area is built after defining them, the impact entrepreneurship has on TE is analyzed. It is arrived at a conclusion, that is, a holistic rather than a fragmented policy is need for improving the level of entrepreneurship activity.
