外溢约束下的多重区域创新效率及其增进研究

摘要：     区域创新体系并非仅仅是传统经济学所谓的投入—产出系统，它既包括市场机制作用下的资源配置效率及其静态均衡的特征，也具有区域创新的网络特征及其外溢效应特征，同时还具有区域制度机制作用下的制度形态特征。因而，将区域创新效率拓展和定义为包含市场效率、外溢效率及制度形态的后发效率在内的多重效率，并借助“区域创新效率的可能性边界”概念模型，讨论了原发型效率和后发型效率的两种效率增进方式。

Abstract:     Regional innovation system is not just an input-output system as the traditional economics regards.In fact,the efficiency of regional innovation not only includes the efficiency of resources allocation with static equilibrium by market mechanism, but also has the network and overflow effect characteristics. At the same time, the efficiency possesses the institutional form feature under the regional institution mechanism.Furthermore, based on the possible boundary of regional innovation efficiency, two patterns of efficiency enhancement including the original efficiency and later-coming one are explored.
