面对集群经济迅猛发展的现状，欧美发达国家已经制定了较为完善的产业集群政策，鉴于我国东南沿海和内陆地区产业集群快速发展对产业集群政策的需求，有必要充分研究和借鉴国外已有政策的制定思路和实践经验。本文没有沿用比较式研究采用的“先国外后国内”的一般研究范式，而是从政策科学出发，按照集群政策的缘起、功能定位、实施及其效果的政策周期链轨迹，对欧美集群政策的总体情况和相应措施加以比较分析，以此总结经验和分析启示。    

Facing the status quo of the rapid development of cluster economy, some cluster policies have been developed in developed countries. The development of clusters in China also needs the support of cluster policies, it is necessary to analyze and research those policies. The cluster policies in Euro-American are analyzed according to the cycle chain of the origin, functional niche, operations, and effects of those policies.
