Abstract: From a new perspective of technological system, the factors influening the FDI spillovers and the technological diffusion of FDI are analyzed. Based on the empirical study of 28 Chinese manufacturing industries, the conclusions can be drawn from statistical analysis of their panel data during the period of 1999-2002. As to FDI spillovers, there are less technological opportunities, then the technological base more depends on the application sciences, and the the mobility of technological trajectory is less, the FDI spillovers will generate more easily. The absorptive capabilities of local enterprises have obvious positive effects on the FDI spillovers, but the effects of monopolization of innovations and availability of external knowledge are not dominant in the results. However, the impacts of technological system on the technological diffusion of FDI are a little different. Technological opportunities, monopolization of innovations, and fluidity of technological trajectory have negative effects on the technological diffusion of FDI, while the rest of technological system factors constitutes a little impact on the technological diffusion of FDI in the statistical analysis. The conclusions are quite important for the FDI import and the enterprise technological catching-up in China.
