The existence of globalization and cluster risks needs to upgrad research on industrial cluster. The growth stage model and competition theory are highly related with the upgrading. The review of the definitions, forms, methods, and policies of upgrading can provide the theoretica basis for the research and practice of Chinese industrial upgrading.
