提高国家科研机构的创新绩效,是提高国家自主创新能力和建设创新型国家的战略需要。开展国家科研机构的创新绩效评价,可以为提高国家科研机构的创新能力提供政策依据。本文提出了一种国家科研机构的创新绩效评价模型。创新绩效模型包括:创新产出、创新投入、创新绩效(包括人均创新产出和单位经费创新产出)的概念模型。测度方法包括:创新产出、创新投入和创新绩效的测度方法。本文对19个国家科研机构过去9年的创新绩效进行了定量评价和统计分析,发现国家科研机构的创新活动存在“单位经费创新产出的递减效应”;当人均科研经费投入超过某个临界值时,“单位经费创新产出”将会出现递减。同时,本文分析了评价模型的有效性和局限性。

Raising the Innovative Efficiency of the National Research Institutes(IENRI) is very important for increasing independent innovative capability and building an innovative-type nation.The evaluation of the IENRI can provide the policy support for the improvement of the IENRI.An evaluation model and measuring method of the IENRI is put forward.The evaluation model includes the concept models of the innovation output,the innovation input,and the innovative efficiency.The latter consists of innovation output per capital,and innovation output per unit of budget.The measuring method includes the accounting of the innovation output,the innovation input,and the innovative efficiency.The evaluation and statistical analysis of the innovative efficiency of the 19 national research institutes during the past 9 years in China is described,and some discoveies has made.There is the "diminishing returns of the innovation output per unit of budget".When the research budget per capital increases and exceeds a critical value,the innovation output per unit of budget will decrease.The evaluation model and measuring method of the IENRI are efficacious and are restricted in a certain extent.
