福建省全社会R&D强度变化趋势、问题与对策探讨

摘要： 近年来福建省全社会R&D强度有较大增长,其变化轨迹与国际R&D强度变化一般规律———“S型”增长模式的第一阶段(缓慢增长阶段)基本相似,但与其他沿海发达省市及全国平均水平相比,存在一定甚至较大差距,且R&D投入水平与经济发展水平极不相适应。分析了造成上述问题的原因,提出了福建省R&D强度应按“强S型”增长模式实施强力投入等对策建议。

Abstract: The total R&D/GDP in Fujian province has been grown rapidly in recent years,and its changing trend is generally in agreement with the first stage of growing mode like "S".However,the R&D/GDP in Fujian province falls somewhat or even far away behind other coastal developed regions and the nations,and it is not in agreement with the economy development level at all.The factors causing the problems stated above is analyzed,and some countermeasures are put forward.These countermeasures will make R&D/GDP in Fujian province grow faster in accordance with the growing mode like stong "S".
