科技成果鉴定曾在我国的科技发展中起到积极的促进作用,对科技成果的转化起到了积极的推进作用,但在市场经济发展的今天,却越来越受到人们的质疑。究其原因,就在于科技成果鉴定没有法可依,没有有效的监督机制监控鉴定的全过程,导致市场经济的功利行为越来越渗透到鉴定中,不利因素逐渐增大。无规矩不成方圆。科技成果鉴定要正规化,要真正发挥作用就必须要有法可依,制定《科技成果鉴定法》已成为时代的召唤,发展的要求。
