知识产权保护、环境规制协同对企业绿色创新的影响研究

摘要

知识产权示范城市和低碳城市试点作为推动企业绿色创新的重要政策工具,尚未有研究深入挖掘二者间的协同作用。本文基于知识产权示范城市、低碳城市试点政策构造准自然实验,借助2007—2022年A股上市企业面板数据和渐进双重差分模型,考察“双试点”政策对企业绿色创新的影响。研究发现:(1)“双试点”政策协同能够显著提升企业绿色创新能力,且优于单个试点政策的实施效果。此外,政策实施顺序也会影响政策间的协同,先实施低碳城市再实施知识产权示范城市的试点策略能够最大化政策间的协同效益。(2)“双试点”政策主要通过提升高管认知、优化研发资源配置和改善法治环境促进企业绿色创新。(3)“双试点”政策的协同效应在媒体关注度高、无环保背景、处于高竞争行业和经济发达地区的企业更为凸显。本研究为政策工具组合的绿色技术创新效应提供新的理论支撑与经验证据,并为政府统筹合力,赋能企业绿色创新提供一定启示。

Abstract

As an important policy tool to promote green innovation of enterprises,no research has explored the synergistic effect between intellectual property demonstration cities and low-carbon city pilots. Based on the quasi-natural experiment constructed on the basis of intellectual property demonstration city and low-carbon city pilot policies,this paper examined the impact of the "dual-pilot" policies on enterprises' green innovation with the help of the panel data of A-share-listed enterprises and the progressive double-difference model from 2007 to 2022. The study found that:(1) the synergy of "dual-pilot" policies can significantly enhance the green innovation capability of enterprises,and is better than the implementation effect of individual pilot policies. In addition,the order of policy implementation also affects the synergy between policies,and the pilot strategy of implementing low-carbon cities first and then intellectual property demonstration cities can maximize the synergistic benefits between policies. (2) The "dual-pilot" policy mainly promotes green innovation through enhancing executive awareness,optimizing R&D resource allocation and improving the legal environment. (3) The synergistic effects of the "dual-pilot" policy are more pronounced in enterprises with high media attention,no environmental background,in highly competitive industries and in economically developed regions. This study has provided new theoretical support and empirical evidence for the green technological innovation effect of the combination of policy tools,and will provide some insights into the government's coordinated efforts to empower enterprises in their green innovation.
