工业互联网政策扩散模式与协同度研究

摘要

工业互联网政策是推动制造业数字转型、推进新型工业化、培育新质生产力以及实现创新驱动发展的重要政策。基于LDA主题模型与耦合协调度模型,构建政策扩散与政策协同分析框架及流程,分析2015年至2023年我国中央、省级、市级共348份政策文本,并结合模糊集定性比较分析探讨不同政策扩散模式下央地政策协同的组态路径。研究发现:(1)43个中央、省级、市级政策主题形成以创新驱动为核心,网络基础、平台体系、安全保障、产业应用、生态支撑、政府参与、区域发展等8个主题范畴融合推进的政策体系。(2)综合政策主题强度波动趋势、时间维度和层级特征,各政策主题范畴形成高强共振型、尖峰引领型、央地互补型和地方实践型四类政策扩散模式。(3)政策层级子系统和政策主题子系统总体上均基本协同,其中创新驱动主题范畴的央地政策协同度最高,由主题范畴构成的产业发展目标子系统和政策措施子系统协同水平在市级最高。(4)高政策力度和低纵向压力势差成为多数央地政策协同组态的核心条件,经济禀赋和横向辐射扩散呈现情境性互补。本文构建了覆盖范围更广、解释力与推广性更强的政策扩散与协同研究方法,有效剖析了三级政策体系的动态演进过程与协作机制,厘清了我国工业互联网政策的重点领域、重要方向及演化脉络,能够为完善工业互联网政策体系提供全局扫描,助力数字产业创新应用与制造业高质量发展。

Abstract

The industrial Internet policies play a pivotal role in facilitating the digital transformation of China's manufacturing industry,cultivating new quality productive forces,propelling the new industrialization process,and fostering innovation-driven development. This study proposed an analysis framework and a six-step analysis process,based on Latent Dirichlet Allocation (LDA) topic modeling and Coupling Coordination Degree Model (CCDM),to examine policy diffusion and policy coordination using 348 related policies from 2015 to 2023. Fuzzy-set Qualitative Comparative Analysis (fsQCA) was employed to examine the configurations of high central-local policy coordination degree under diverse diffusion patterns. This paper found that:(1) A total of 43 policy topics were identified at the central,provincial,and municipal levels,forming a multi-pronged and integrated policy system with eight policy topic domains centered around the innovation-driven initiative and comprising network infrastructure,platform system,security guarantee,industrial application,ecosystem support,government participation,and regional development. (2) The fluctuation trends,temporal dimensions,and hierarchical features of policy topic domains composed the "time and space" characterization of policy topic domains which supported the policy diffusion pattern identification,yielding four policy diffusion patterns of China's industrial Internet policy:high-intensity resonance,peak leading,central-local complementarity,and local practice. (3) The subsystems of the policy level were basically coordinated,where the innovation-driven initiative topic domain had the highest degree of central-local coordination. The general degree of policy coordination between the industrial development goal subsystem and policy measure subsystem based on topic domains was also fundamentally coordinated which was especially higher at the municipal level. (4) High policy power and minimal vertical pressure differentials constituted the core conditions for the majority of configurations demonstrating superior central-local coordination,while economic endowments and horizontal spillover effects exhibited context-dependent complementary relationships. This study contributes to the methodological and theoretical enrichment of studying policy diffusion and coordination within the policy system. It effectively analyzes the dynamic process and collaborative mechanisms of establishing the policy system composed of texts in multi-level governments. It is characterized by objectivity,efficiency,explanatory power,and strong applicability. This study also clarifies the key areas and significant directions of China's industrial Internet policy and its evolutionary context,and will provide an overall scan for improving the industrial Internet policy system and promoting digital industry innovation and high-quality industrial development.
