知识产权创造对战略性新兴产业创新韧性的影响及作用机理研究
Intellectual property creation and innovative resilience in strategic emerging industries
随着国际竞争局势日趋激烈,深入探究知识产权创造对我国战略性新兴产业创新韧性提升具有重要意义。本文以2018—2022年421个上市战略性新兴企业作为研究样本,基于人力资本结构高级化、技术多元化的空间中介视角,采用空间计量模型分析知识产权创造对战略性新兴产业创新韧性的影响及作用机理。研究发现:第一,知识产权创造对战略性新兴产业创新韧性提升有直接助推作用,在知识产权创造驱动下战略性新兴企业之间创新韧性提升有空间依赖效应。第二,知识产权创造对低水平人力资本产生挤出效应,对高水平人力资本产生需求增加效应,促使人力资本结构高级化。第三,人力资本结构高级化在知识产权创造与战略性新兴产业创新韧性的空间关系中具有积极空间中介效应。第四,技术多元化在知识产权创造与战略性新兴产业创新韧性的空间关系中具有消极空间中介效应,原因在于现阶段战略性新兴产业有必要降低技术多元化,专注核心技术领域,形成核心竞争力。以上研究结论在理论上丰富了知识产权创造与产业创新韧性影响因素和作用机制的学术研究,在实践上为战略性新兴产业创新韧性提升路径提供多元化新视角。
With the increasingly fierce international competition, it is significant to explore deeply intellectual property creation to enhance the innovation resilience of China's strategic emerging industries. Taking 421 listed strategic emerging enterprises from 2018—2022 as research samples, this paper adopted a spatial econometric model to analyze the mechanism of intellectual property creation on the innovation resilience of strategic emerging industries based on the spatial mediation perspective of advanced human capital structure and technological diversification. The empirical results showed that:firstly, intellectual property creation directly contributes to the enhancement of innovation resilience in strategic emerging industries, and there is a spatial dependence effect on the enhancement of innovation resilience among strategic emerging enterprises driven by intellectual property creation. Secondly, intellectual property creation has a crowding-out effect on low-level human capital and a demand-increasing effect on high-level human capital, leading to an advanced human capital structure. Thirdly, the advanced human capital structure has a positive spatial mediation effect in the spatial relationship between intellectual property creation and innovation resilience in strategic emerging industries. Fourthly, technological diversification has a negative spatial mediation effect in the spatial relationship between intellectual property creation and innovation resilience of strategic emerging industries, because it is necessary for enterprises to reduce technological diversification and focus on core technological fields to form core competitiveness. The above findings have theoretically enriched the academic research on the factors and mechanisms influencing intellectual property creation and industrial innovation resilience and practically will provide diversified new perspectives on the path of enhancing innovation resilience of strategic emerging industries.

Innovation projects fail at an astonishing rate. Yet, the negative effects of innovation project failures on the team members of these projects have been largely neglected in research streams that deal with innovation project failures. After such setbacks, it is vital to maintain or even strengthen project members’ innovative capabilities for subsequent innovation projects. For this, the concept of resilience, i.e. project members’ potential to positively adjust (or even grow) after a setback such as an innovation project failure, is fundamental. We develop the second-order construct of innovator resilience potential, which consists of six components – self-efficacy, outcome expectancy, optimism, hope, self-esteem, and risk propensity – that are important for project members’ potential of innovative functioning in innovation projects subsequent to a failure. We illustrate our theoretical findings by means of a qualitative study of a terminated large-scale innovation project, and derive implications for research and management.

This paper examines the resilience of British cities to major economic shocks. Using a novel data set for 85 cities, it analyses their resistance to and recovery from the last four major recessions, over the period 1971 to 2015. It reveals a distinct shift in the relation between resistance and recovery between these shocks, as well as major differences between northern and southern cities. Some possible factors shaping these patterns are explored, and tentative estimates of the likely impact of the Brexit shock (Britain's withdrawal from the European Union) are also provided. A key implication is that differences in resilience to major shocks can contribute to the long-run growth paths of cities.

We develop a new index of economic policy uncertainty (EPU) based on newspaper coverage frequency. Several types of evidence—including human readings of 12,000 newspaper articles—indicate that our index proxies for movements in policy-related economic uncertainty. Our U.S. index spikes near tight presidential elections, Gulf Wars I and II, the 9/11 attacks, the failure of Lehman Brothers, the 2011 debt ceiling dispute, and other major battles over fiscal policy. Using firm-level data, we find that policy uncertainty is associated with greater stock price volatility and reduced investment and employment in policy-sensitive sectors like defense, health care, finance, and infrastructure construction. At the macro level, innovations in policy uncertainty foreshadow declines in investment, output, and employment in the United States and, in a panel vector autoregressive setting, for 12 major economies. Extending our U.S. index back to 1900, EPU rose dramatically in the 1930s (from late 1931) and has drifted upward since the 1960s.
