数据要素市场化配置对全国统一大市场建设的效用研究

A study on the effect of market-based allocation of data elements on the construction of national unified market

摘要:     建设全国统一大市场是新时代构建新发展格局的重要内容。本文以2010—2021年280个地级市数据为样本,运用多期双重差分模型实证检验以数据交易平台设立为表征的数据要素市场化配置对全国统一大市场的影响。研究发现:数据要素市场化配置有助于推动全国统一大市场建设,且该结论稳健。机制分析表明,数据要素市场化配置通过提高流通效率、要素配置效率及对外开放水平内在路径进而影响全国统一大市场建设。异质性分析表明数据要素市场化配置在高产权保护程度、高人才聚集水平及高科技支持强度城市的政策效应显著。研究结论对于进一步推动数据要素市场化配置,充分释放数据要素潜力,加快全国统一大市场建设具有一定的政策启示。

Abstract: The construction of a unified national market is a key component of the new development paradigm in the new era. Using the panel data from 280 cities between 2010 and 2021, this study created a quasi-natural experiment scenario by establishing data trading platforms. A multi-period difference-in-differences model was employed to systematically examine the impact of market-based allocation of data elements on the development of a unified national market. The findings revealed that the market-based allocation of data elements contributes to the advancement of a unified national market, and the result is robust. The mechanism analysis showed that the marketbased allocation of data elements affects the construction of the unified national market by improving circulation efficiency, resource allocation efficiency and the level of external openness. The heterogeneity analysis indicated that the policy effects of data marketization are more pronounced in cities with higher levels of intellectual property protection, talent concentration and technological support. The conclusions of this study will offer valuable policy implications for further promoting the market-based allocation of data elements, fully unleashing the potential of data resources, and accelerating the construction of a unified national market.
