摘要： 全球化和产业集群的风险的存在都需要对产业集群的升级进行研究。集群成长阶段模型和集群竞争力理论与产业集群升级研究密切相关。对集群升级基本概念、升级的形 式、途径和政策等的述评以为我国产业集群升级理论研究和实践奠定理论基础。

关键词: 产业集群, 升级, 全球价值链

Abstract: The existence of globalization and cluster risks needs to upgrad research on industrial cluster. The growth stage model and competition theory are highly related with the upgrading. The review of the definitions, forms, methods, and policies of upgrading can provide the theoretica basis for the research and practice of Chinese industrial upgrading.
