重大科技项目模块化创新管理方法研究 ——对美国国防采办管理方法的探析

摘要: 摘要:我国重大科技专项的实施对创新管理提出新的挑战。模块化创新的管理技术和方法对我国重大科技项目管理实践将有重要的借鉴作用。本文从模块创新管理角度系统分析了美国国防采办过程中采用的主要技术和方法,提出标准对模块化设计和知识管理的重要作用,分析了工作分解结构方法、并行决策技术、阶段门方法等在模块化创新中的作用,同时建立了模块化创新的过程模型。

Abstract: Abstract: While the implement of major sciense and technology programs brings out a new challenge for the practice of innovative governance, the techniques and ideas of modularity innovation can provide an improtant referrence for the practice. The techniques and measures applied to the process of defense acquisition in U.S are analyzed. with the view of modularity innovation management and the enlightening role of standard in the design of modularity and knowledge manangement is put forward. The performance machanism of techniques is discussed, such as Work Breakdown Structure(WBS), parallel decision-making model, and stage-gate control, etc. acted on the process of modularity innovation. Finally, a design model for the whole process of the innovative governance in the defense acquisition.
