知识产权制度环境对全要素生产率影响研究

Research on the impact of the institutional environment of intellectual property rights on total factor productivity

摘要:     知识产权制度环境是加快实施创新驱动发展战略和保护企业核心竞争力的重要基础。本文从集约边际和扩展边际两个维度,提出知识产权制度环境优化的“竞争—合作”双机制理论。进一步地,本文以知识产权示范城市设立为准自然实验,运用交错双重差分模型,考察知识产权制度环境优化对企业全要素生产率的影响。研究发现,(1)城市知识产权制度环境优化能够显著提高所在地上市公司全要素生产率。该政策效应具有长期性,且影响随制度环境的持续优化而不断提高。(2)知识产权制度环境的优化可以弥补市场环境的短板,市场环境较不健全地区的企业更容易获得知识产权制度环境的增益。(3)竞争效应机制显示,知识产权制度环境优化既提高了企业间创新竞争的压力,也增强了企业内创新竞争的动力与能力。(4)合作效应机制表明,知识产权制度环境改善降低了合作成本,但创新合作成效来源于企业间知识要素市场化配置的优化,而非企业间的合作研发。本文结论为知识产权制度环境优化的双机制理论提供了实证证据,也为进一步优化知识产权制度环境建设举措提供了政策建议。

Abstract:    The institutional environment of intellectual property rights represents a fundamental prerequisite for expediting the innovation-driven development strategy and safeguarding enterprise core competitiveness. From the dual perspectives of intensive and extensive margins, this study devised the "competition-cooperation" dual mechanism theory concerning the optimization of the institutional environment of intellectual property rights. Taking the establishment of intellectual property demonstration cities as a quasi-natural experiment, the staggered DID model was employed to analyze the influence of optimizing the institutional environment of intellectual property rights on enterprise total factor productivity. The research results are as follows: (1) The optimization of the city institutional environment of intellectual property rights significantly boosts the total factor productivity of local listed companies. This policy effect endures over the long term, and its impact amplifies with the continuous refinement of the institutional environment. (2) The optimization of the institutional environment of intellectual property rights could remediate the deficiencies of the market environment. Enterprises in regions with relatively underdeveloped market conditions are more likely to benefit from the enhanced institutional environment of intellectual property rights. (3) The competition effect mechanism test indicated that optimizing the institutional environment of intellectual property rights not only escalates the pressure of inter-enterprise innovation competition but also strengthens the intra-enterprise innovation impetus and capacity. (4) The cooperation effect mechanism test showed that improving the institutional environment of intellectual property rights reduces cooperation costs. However, the effectiveness of innovation cooperation stems from the optimization of the market-oriented allocation of knowledge elements among enterprises rather than their collaborative R&D efforts. The conclusions of this research will provide empirical support for the dual mechanism theory and offer policy suggestions for further refining the institutional environment of intellectual property rights.
