国家企业技术中心认定与“卡脖子”技术创新

摘要:    国家企业技术中心认定政策是提升企业自主创新能力的重要举措,在当前科技革命与大国博弈相互交织的关键时期,为推动“卡脖子”技术创新提供了可行方案。基于技术创新系统理论,本文选取2007—2021年中国A股上市公司数据,运用多期双重差分模型实证检验国家企业技术中心认定政策对企业“卡脖子”技术创新的影响。结果发现,国家企业技术中心认定政策对企业“卡脖子”技术创新具有显著正向影响,在考虑内生性问题和稳健性检验后结论仍然成立;机制分析表明,认定政策主要通过创新资金补充、创新人才引育、网络交互、缓解研发不确定性与知识产权保护等途径促进企业“卡脖子”技术创新;拓展研究发现,认定政策还能发挥技术溢出效应,促进其他非认定企业的“卡脖子”技术创新;异质性分析表明,当企业产权性质为国有、位于一、二线城市、产业为新兴产业以及技术中心评级为优良时,认定政策对企业“卡脖子”技术创新的影响效果更为显著。本研究验证了国家企业技术中心认定政策对企业“卡脖子”技术创新的积极影响,拓展了“卡脖子”技术创新的前因研究,在实践层面为政府有效引导企业“卡脖子”技术创新提供理论依据。

Abstract:    The accreditation policy for National Enterprise Technology Centers is an important initiative to enhance the autonomous innovation capabilities of enterprises during the critical period of the current technological revolution and great power competition. It provides feasible solutions for advancing innovation in "bottleneck" technologies. However, few studies have comprehensively revealed the impact of this accreditation policy on enterprises′ innovation in "bottleneck" technologies. Based on the theory of technological innovation system, this paper selected the data from Chinese A-share listed companies from 2007 to 2021 and employed a multi-period DID model to empirically test the impact of the accreditation policy for National Enterprise Technology Centers on "bottleneck" technology innovation in enterprises. The results indicated that the accreditation policy significantly positively influences "bottleneck" technology innovation. This conclusion holds even after considering endogeneity issues and robustness tests. The mechanism analysis showed that the accreditation policy primarily promotes "bottleneck" technology innovation through supplementary innovation funding, talent introduction and cultivation, network interaction, alleviating R&D uncertainties, and intellectual property protection. Furthermore, the policy also has a technology spillover effect, enhancing "bottleneck" technology innovation in other non-recognized enterprises. The heterogeneity analysis revealed that the policy′s impact is more significant when the enterprise is state-owned, located in first- or second-tier cities, belongs to emerging industries, and when the technology center is rated as excellent. However, it also reflected potential issues with the policy in guiding innovation breakthroughs in mature industries and private enterprises. This study has affirmed the positive impact of the National Enterprise Technology Centers accreditation policy on "bottleneck" technology innovation in enterprises, expanded the antecedent research on "bottleneck" technology innovation, broadened the applicability of the technological innovation system theory in the Chinese context, and it will provide a theoretical basis for the government to effectively guide "bottleneck" technology innovation at the practical level.
