高校科研评价规则变革问题研究

摘要: 摘要:科研评价作为科研管理手段之一,在推动高校创新转型中具有重要导向功能。但对当前我国高校科研评价规则的考察分析表明,其存在重数量增长、量化分析和评价的行政主导、模式统一、结果的功利化使用等弊端,阻碍了高校科研的健康发展,故应予变革。本文选取国外一些典型高校科研评价规则,进行对比分析,发现其普遍以质量为评价导向、实行分类和基于文献计量指标的同行评价、合理使用评价结果的做法,值得借鉴。基于此,本文论证并提出了我国高校科研评价规则完善的取向与路径,即重质量提升、定性判断以促进原创性和高质量成果产出、构建不同学科与工作领域的分类评价体系、积极实施开放和长效的学术评价机制、重评价过程的内在改善以发挥科研评价对教师学术成长和专业发展的引领作用,进而推动高校科研优质、高效、可持续发展。

Abstract: Research evaluation,as one of the measures of research management, plays an important guiding part in innovation of colleges.However, the analysis nowadays tells the shortcoming of the colleges in our nation, such as growing number and the quantity analysis, unified development mode,which jeopardizes the sustainable and healthy development of colleges’research. Based on that, this article investigates a proper way in scientific research---based on the comparison and analysis among the evaluation systems in United States, United Kingdom, Germany, and Japan, this article puts forward the suggestions and strategies on the college evaluation system regulations’modification in our country, from the perspective of promoting the originality and output of high quality,establishing sorting systems between different subjects and major fields, to carry on an open and long-lasting academic rating mechanism, and improving the guidance effects scientific research has on teacher’s academic career and the sustainablity of major development.
