摘要: 城市排水监测系统项目风险评价指标构建可以增强项目风险管理的针对性,促进水污染自动监测系统项目推广。论文在对相关风险影响因素分析的基础上,通过对广州市排水自动监测系统项目现状分析和专家调查,运用灰类决策模型建立了城镇排水自动监测系统项目风险评价指标体系,使用灰色关联分析确立风险评价指标权重。论文的结论为:城镇排水自动监测系统项目风险在项目全寿命周期均有体现,其中项目建设阶段的潜在风险相对较大。风险评价指标体系中的"可行性论证充分性"、"采水合理性"、"设备维护与扩展"、"监测数据质量控制"、"人员素质"等指标占有相对较高的权重,对风险控制意义较大。

Abstract: Project risk assessment for urban drainage monitoring system could increase the capacity to resist project risk and promote project popularization of wastewater on-line monitoring system. After the analysis of related risk impact factors, a risk assessment index system based on field surveys and expert questionnaire in Guangzhou is established by using grey evaluation method i.e. grey decision method and grey relational analysis method. Some conclusions have been drawn. They are as follows: There are a lot of risks in entire project life cycle of auto-monitoring system for urban wastewater. And the risk existing in construction phase is bigger than that in other phases. Among these risk indicators in the project life cycle, some indicators have relatively high weights, such as the feasibility demonstration, the reasonability for collecting water samples, the maintenance and expansion of equipments, the monitoring data quality, and the quality of employees, et al. If the more attention to is paid these indicators, the risks could be reduced.
