基于改进DEA的江苏省科技资源配置效率研究

摘要： 摘要：在对区域科技资源配置效率的研究中，定性地选择评价指标的文章较多，然而定性的方法必然存在主观性，因此本文运用相关分析的方法来构建评价的指标。考虑到科技产出相对于科技投入存在时间上的滞后性，这个滞后性并不能在具体的某一年体现出来，而是体现在科技资源投入后的若干年中，因此基于此思想本文对经典的DEA模型进行改进。最后运用此模型对江苏省科技资源配置效率进行测度，结果表明，江苏省绝大多数市都是科技资源配置无效的，并分析了无效的原因，提出了相应的对策建议。

Abstract:   Abstract: In the research of regional science and technology resource allocation, many articles select the indicators qualitatively. However, there mustbe many subjective factors in these qualitative methods. Therefore, an evaluation index is constructed by the method of correlation analysis. Considering output is lagging behind input in the field ofscience and technology, and the lag reflected the following years instead of one particular year after the resource investment has made. On the basis of this, the classic DEA model is improved, and then the efficiency of science and technology resource allocation in Jiangsu Province is analyzed. The result shows that the allocationisinvalid in vast majority cities of Jiangsu Province. At last, the reasons is analyzed and some countermeasures are put forward.
